Jacques Sims
Managing Director
Jacques Sims is the Managing Director of Excelacom. As Managing Director, he is responsible for the day-to-day leadership, strategy, and oversight of the company’s global operations. In 2016, Mr. Sims rejoined Excelacom and served as Vice President of Consulting Services from 2002 to 2008.
Before returning to Excelacom, Mr. Sims worked for Booz Allen Hamilton from 2010 to 2016 as the Senior Lead Technologist where he directed and delivered a myriad of IT initiatives for the financial and healthcare industries.
In 2009, Mr. Sims joined Health Right Inc. as Chief Information Officer, where he focused on implementing a scalable, repeatable IT project delivery process and led the company through bench-marking IT operations against an ITIL Framework. The resulting changes led to a 37% increase in monthly claims processing efficiency.
From 2002 to 2008, Mr. Sims served as Vice President of Consulting for Excelacom, focusing on the company’s growth in wireline, wireless and cable consulting and technology solutions. Mr. Sims worked directly with the first wave of US Mobile Virtual Network Operators (MVNOs) and was instrumental in establishing Excelacom’s MVNO Business Practice to drive mobile strategies, business operations, system integrations, and testing programs.
From 1995 to 2000, prior to joining Excelacom, Mr. Sims was the Director of Software Engineering for ordering and provisioning applications at Verizon Communications.
Mr. Sims is an ICAgile Certified Professional and Certified Scrum Master and Product Owner. He earned a Master’s of Science degree in Management of Information Technology from the University of Virginia as well as a Bachelor of Science degree in Mathematics from Randolph-Macon College.
